This is my first attempt at making an evoker build, haven't yet played one in game, this build would be used with a blade master or maybe a guardian on the front lines, I am still unsure on how to allocate the attribute points.

most people are pretty disappointed by spectral lash mastery; i might hold off on getting it till it gets some attention through skill balance tweaks
also hellfire's power cost is lower as you put skills to it, that's all that changes so you might not need it at 10 but that's up to you
other than that the only issue i see is that you seem to be a primarily close range build, but only 1 point in blink as your escape from problems.. you might consider a higher blink, high word of fear, high venomous spirit or high boneshards (i say high cause they won't work at low skill level) but again that's up to you
you might also at least try venom armor on an item because being close range like firestorm range (since you have that maxed) that with broms is really popular.. makes you into somewhat of a tank

when you say high do you mean 10 pts or something like 5 pts?

Higher in most standards are approximately 5-8 points, whereas maxed would be 9 or 10.
But blood doll is right, in Elite and Nightmare spells that used to stun/fear/ignite etc will not as often unless these said skills are dumped on.
